Three ways California districts fund it

For most districts this isn’t a new ask — it’s a line item inside CTE funds that are already approved.

CTEIG’s published allowable uses include standards-based CTE instructional curriculum and equipment/materials that maintain industry standards — both categories industry-standard animation software fits. If your district already runs CTEIG or Perkins dollars through an AME pathway, this is typically a redirection within approved funds, not a new ask to your board.

Applications submitted annually by LEAs through the CDE grants portal (PGMS). Eligibility varies by each district’s approved plan.

Common Questions

What CTE directors ask us

Isn't Toon Boom just for cartoons?
No — that’s the most common misconception. Storyboard Pro is the pre-visualization standard for live-action film and broadcast, and Harmony handles vector design, motion graphics, and compositing. Automakers, medical and legal visualization teams, and corporate training departments all hire for these skills. Animation is one pathway it serves, not the only one.
We run film, TV, or graphic design — not animation. Does this fit?
Yes, and that’s where most California districts start. Film and broadcast programs use Storyboard Pro for script breakdown, shot planning, and timed animatics — many still storyboard on paper despite having full TV studios. Design programs use Harmony for vector art and motion graphics. Students leave with an industry certification instead of just a class grade.
Do we need new budget approval from our board?
Often not. If your district already runs CTEIG or Perkins V dollars through an Arts, Media & Entertainment pathway, industry-standard software typically fits the allowable-use categories already in your approved plan — standards-based instructional curriculum and equipment/materials that maintain industry standards. That makes it a redirection within existing funds rather than a new ask. Your district’s approved plan governs, and we can help you check.
Can Prop 28 funds be used for this?
They can be. The California Department of Education lists media arts instruction — including animation and computer coding — among eligible Prop 28 uses, along with related supplies and teacher training. Prop 28 is allocated at the school-site level, so it’s usually the right fit for a single high school’s arts or media program. Your business office makes the final call.
What do students walk away with?

What's the difference between this and free animation apps?
